《發(fā)展有效性雜志》的目的是支持以證據(jù)為基礎(chǔ)的政策制定，以提高發(fā)展有效性。我們通過發(fā)表高質(zhì)量的研究來實(shí)現(xiàn)這一目標(biāo)，研究發(fā)展中國(guó)家項(xiàng)目、計(jì)劃和政策的影響證據(jù)，討論進(jìn)行影響評(píng)估的經(jīng)驗(yàn)，并利用其發(fā)現(xiàn)來為政策和計(jì)劃設(shè)計(jì)提供信息。雖然我們不贊成任何一種方法論，但我們發(fā)表的研究必須應(yīng)用嚴(yán)格的評(píng)估技術(shù)，以有力地解決偏差。我們對(duì)研究很感興趣，這些研究已經(jīng)很好地適應(yīng)了混合方法的適當(dāng)使用。我們也歡迎沒有或負(fù)面影響的研究報(bào)告干預(yù)措施，因?yàn)槲覀冇忻鞔_的政策“從錯(cuò)誤中學(xué)習(xí)”，抑制出版偏見，有利于取得積極成果。我們歡迎探索以下領(lǐng)域的研究：影響所有部門中低收入國(guó)家人民生活的方案和項(xiàng)目的有效性；這些分析如何能使方案執(zhí)行者和決策者做出更好的決策；所有部門的方案評(píng)價(jià)，特別是鼓勵(lì)在研究不充分地區(qū)的方案評(píng)價(jià)，幫助各國(guó)實(shí)現(xiàn)可持續(xù)發(fā)展目標(biāo)；可以改進(jìn)這類研究的方法。

The aim of the Journal of Development Effectiveness is to support evidence-based policy making to enhance development effectiveness. We do this by publishing high quality research that examines evidence of the impact of projects, programs and policies in developing countries, and discussions of experience in conducting impact evaluations and using their findings to inform policy and program design.Although we don’t favour any one methodology, the research we publish must apply rigorous evaluation techniques that address biases robustly. We have an interest in research which has been well contextualised with an appropriate use of mixed methods. Research reporting interventions with no, or a negative, impact is also welcome as we have an explicit policy of ‘learning from our mistakes’, discouraging publication bias in favour of positive results. We welcome research that explores: The effectiveness of programmes and projects that affects the lives of people in low and middle-income countries across all sectors; How such analyses can lead to better decisions by programme implementers and policy makers; Programme evaluations across all sectors but especially encourage those that in understudied areas and that help countries meet sustainable development goals; Methods that could improve such studies.
